4. Hudson Yards - $20 billion
The Hudson Yards is a real estate development in the Chelsea and Hudson Yards neighborhoods of Manhattan in New York City.
The project has been described as New York’s largest urban development since Rockefeller Center. Upon completion, 13 of the 16 planned structures on the West Side of Midtown South would sit on a platform built over the West Side Yard, a storage yard for Long Island Rail Road trains.

5. Second Avenue Subway - $17 billion
The Second Avenue Subway is a New York City Subway line that runs under Second Avenue on the East Side of Manhattan

Building on the success of Phase 1 of the Second Avenue Subway, which opened on January 1, 2017, Phase 2 is currently underway with teams advancing preliminary design and engineering.
The second phase of the Second Avenue Subway project will extend the Q line into Harlem. It will improve commutes for area residents by creating new stations on Second Avenue and 125th Street.
